The Business Development Services and Operations Division is the engine room of growth and innovation within UWS. This unit is responsible for conceptualising, developing, and implementing sustainable, high-impact programmes and partnerships that align with national development goals, sector transformation, and the urgent need for water resilience.

Our focus extends beyond infrastructure- we deliver integrated water and sanitation solutions through customised models that promote efficiency, generate revenue, conserve resources, and build technical capacity where it’s needed most.

Collaborative Innovation

We partner with Water Services Authorities (WSAs), private entities, and academic institutions to co-create practical, replicable solutions for service delivery and infrastructure challenges.

Our projects are designed to improve livelihoods, stimulate local economies, and empower communities- especially through the upskilling of youth and the inclusion of small businesses.

Through rigorous project planning, monitoring, and data-driven decision-making, our operations are designed to yield measurable social, environmental, and economic outcomes.

As a subsidiary of uMngeni-uThukela Water, UWS operates with commercial agility while upholding a public service ethos. We actively pursue innovative funding mechanisms, PPPs, and reuse solutions that create value while protecting vital water resources.

Public-Private Partnerships (PPPs)
Structuring co-investment and service models to unlock capital and expertise from private and development partners.

WSA Support Programmes
Strengthening municipal capacity through operational support, technical services, and bespoke response models such as the FLRT Programme.

Wastewater and Industrial Reuse
Designing reuse and recovery systems to reduce environmental impact and deliver circular economy benefits to industrial and municipal clients.

Water Conservation and Demand Management (WCDM)
Delivering interventions that reduce water losses, promote responsible consumption, and extend the lifespan of existing infrastructure.

Skills and Development
Implementing capacity-building programmes through the uMngeni Water Services Institute for Learning (UWSIL), focused on youth employability, technical training, and sector transformation.
